Hawaii and Wilmington University: a Hawaii license, island metros and NP preceptors

Hawaii's row on WilmU's licensure table
WilmU gives Hawaii one status per program, and it is the same across the board. The table answers a licensure question, whether the program's education can carry you to a Hawaii license. It makes no ruling on practicum locations and shows no revision date.

A Hawaii license, not a compact privilege
On WilmU's NP pages, the clinical condition is a registered nurse license for the state hosting the clinical. Hawaii has not joined the Nurse Licensure Compact, nor is any bill to join it before lawmakers, so a Delaware multistate license counts for nothing at a Honolulu bedside. Apply to the Board of Nursing, which sits within the state's DCCA licensing division, well ahead of your first practicum.
The APRN Compact offers nothing here either, since Hawaii has not passed it and it has yet to start anywhere. An NP license after WilmU is its own Hawaii application. Our RN license for clinicals page explains the WilmU rule in depth.
What Hawaii's Board says about visiting programs
Pre-licensure students meet a firm wall. Hawaii's nurse practice statute shields students only in programs the Board itself accredits, and in September 2016 its education committee, weighing a North Dakota BSN program, agreed that an out-of-state school could not bring a pre-license student to Hawaii clinicals. WilmU's NP programs admit nurses with an unencumbered RN license, so that decision concerns a different group.
Licensed nurses in distance programs are a separate matter. A Board FAQ written for schools with no Hawaii campus explains that the Board neither approves them, since no application exists, nor needs to be told about them; its illustrations are RN to BSN and LPN to RN. A mainland instructor needs a Hawaii license only when in a Hawaii setting teaching or precepting a student in person. Graduate APRN programs go unnamed, so ask WilmU's Online Learning office how the guidance fits yours.
Honolulu and the neighbor island metros
Urban Honolulu counted close to 989,000 residents in 2025 Census Bureau figures, several times the Kahului-Wailuku metro or the Hilo-Kailua micropolitan area. Flying between islands for every clinical day adds cost and fatigue, so we begin with clinicians on the island where you live.
Queen's, the Kaiser Permanente region for Hawaii, the Hawaii Health Systems Corporation (HHSC) and Hawaii Pacific Health, which runs Straub, Wilcox, Kapiolani and Pali Momi, are the large names. Every one of them handles student rotations its own way, and independent primary care and behavioral health practices round out the options. AANP rates Hawaii full practice, so NPs there precept in their own right.
Hawaii's preceptor tax credit
Hawaii thanks unpaid preceptors with a nonrefundable income tax credit. Doctors, APRNs and pharmacists qualify when they are Hawaii residents with a primary care practice in the islands, and the Department of Health certifies each rotation. Eligibility also runs through the student's school: it is accredited in Hawaii or sits there physically, and more than half its students are Hawaii residents. A WilmU student, enrolled through New Castle, Delaware, falls outside that definition.

Questions WilmU students ask
Can I use my Delaware multistate RN license for clinicals in Hawaii?
No. A multistate license earns its reach only in compact states, and Hawaii is not one, so the Delaware card stays home. WilmU ties each clinical to RN licensure in the state where it happens, and in Hawaii that can only be a license the Hawaii Board issued.
Does Hawaii's Board need to approve WilmU's online NP program?
Its FAQ for campus-less distance programs describes no approval and no notice for nurses already licensed, though the examples it gives are RN to BSN and LPN to RN rather than NP programs. Nothing from Hawaii names graduate programs outright, so WilmU's Online Learning office is the place to confirm.
Where are WilmU's face-to-face FNP seminars held?
WilmU's MSN-FNP overview says practicum students attend two face-to-face seminars a year but gives no location, and the same page lists the format as Online only. Can my Hawaii preceptor claim the preceptor tax credit?
Not for a WilmU student, because the school test fails: WilmU is neither accredited in Hawaii nor located there. A preceptor who also teaches students from a Hawaii program can read the credit's program FAQ, hosted by the University of Hawaii, for how Department of Health certification works.
