The RN license rule for WilmU clinicals
Before any clinical experience, Wilmington University's NP pages call for "registered nurse licensure for the state in which the clinical experience occurs." The license follows the clinical site, not your home address and not WilmU's campus in New Castle. Here is how that plays out for students in Delaware, Pennsylvania, Maryland, New Jersey and states farther away.

The rule in WilmU's words
The MSN-FNP curriculum page and the graduate catalog's nurse practitioner entry set the condition. Alongside current CPR certification, students show "registered nurse licensure for the state in which the clinical experience occurs" before clinical experience begins. The University's group liability insurance for NP students appears in the same place; the CPR and liability insurance guide covers those two items.
The key word is occurs. A student living in Delaware who completes GRN 7122 at a practice in Maryland needs licensure that reaches Maryland. A student in Pennsylvania whose GRN 7221 hours happen in Delaware needs licensure that reaches Delaware. Wherever the patients are, that is the state your license has to cover, whatever your mailing address or the state that first licensed you.
Admission license and clinical license are two tests
WilmU looks at your license twice, for different reasons. At admission, the MSN-FNP, FNP certificate and PMHNP certificate pages ask for an unencumbered RN license. DNP Advanced Practice applicants need an APRN license and national APRN board certification, and RN to BSN applicants need an RN license for full admission. The Nurse Anesthesiology DNP asks for an RN license too.
The clinical condition is a separate test. It asks whether your license covers the state of each practicum, which admission never checks. A clean, unencumbered license in one state clears admission and still leaves the clinical question open if your practicum happens somewhere else, so settle both before the term your first practicum falls in.
What Delaware's Board adds
Delaware's Board of Nursing rules reach the same place from the regulator's side. An APRN student keeps an RN license or multistate privilege in force from before the first APRN clinical course until the last one ends, and the Board sets a floor of 750 supervised clinical hours for each APRN track.
For practice in Delaware, the Board's rules and the Division of Professional Regulation honor a compact state's multistate RN license, and the statute's definition of licensure includes Nurse Licensure Compact authorization. Delaware implemented the compact on January 19, 2018.
The Board applies the same state-by-state logic to preceptors, who must hold a license at or above the student's level in whichever state the precepting takes place. The Delaware APRN practice guide sets out the rest of the Board's preceptor rules.

Nine states sit outside the compact altogether: New York and Illinois, Michigan and Minnesota, the West Coast pair of California and Oregon, plus Nevada, Alaska and Hawaii. Massachusetts passed the compact and aims to put it into effect in May 2027.
When a state's law and WilmU's condition differ
Pennsylvania and Maryland both have student provisions that are looser than WilmU's wording. A state exemption answers one question: whether that state lets you practice as a student without its license. WilmU's condition answers another: what your program requires before your clinical hours begin.
WilmU's pages do not say whether an exemption can stand in for a license. Ask the NP Program Chair in writing before you rely on one, and file the answer with your practicum papers. Where it applies, your home state's multistate license is often the simplest answer, because it reaches every compact state at once.
The same caution runs the other way. A state with no student exemption and no compact membership, such as New York or California, leaves a license issued by that state as the straightforward route for a clinical there.
Moving, renewals and the licensure table
No WilmU page sets out what happens when a student relocates partway through the program. Because the condition attaches to each clinical experience, a student whose GRN 7121 hours happen in one state and GRN 7123 hours in another needs licensure that reaches both. Tell the Assistant Chair for your track as soon as a move looks likely.
Renewal dates deserve the same care. Delaware wants the license in force for the whole run of clinical courses, so an expiration inside a practicum term needs attention well ahead. The license keeps mattering after graduation, too: a Delaware APRN license expires with your Delaware RN license, or on September 30 of odd years when your RN license comes from another compact state.

The State Licensures by Program table answers a different question, whether WilmU's program satisfies a state's education standards for licensure, and it lists New York as Not Determined Yet for the MSN-FNP.

Questions WilmU students ask
Can my WilmU clinical happen outside the states my RN license covers?
Not under WilmU's published wording, which ties RN licensure to the practicum's state. A license issued by that state, or a compact privilege that reaches it, fits the wording plainly. Pennsylvania and Maryland have student exemptions, so ask the NP Program Chair before relying on one of those.
Does a multistate compact license meet WilmU's RN license rule?
WilmU's pages do not mention the compact. For practice inside Delaware, the state's own rules recognize multistate RN licenses from fellow compact states, and every compact state honors that privilege. Confirm with the NP Program Chair that WilmU treats a multistate license as licensure for the state of your clinical.
I live in New Jersey. Can my license cover a practicum in Delaware?
If your New Jersey license is issued as a multistate license, it carries a privilege to practice in other compact states, and Delaware accepts that privilege. New Jersey implemented the compact on November 15, 2021. Check your license type with the New Jersey board, then confirm with WilmU before the site's intake begins.
Is an APRN license required for NP clinical hours in Delaware?
No. Delaware's Board rules exempt RNs in APRN programs from holding an APRN license for program clinicals, provided a qualified instructor directly supervises. The Board's expectation is a current RN license or compact privilege for as long as your APRN clinical coursework lasts.
What if my RN license comes up for renewal during a practicum?
Renew well before the expiration date. WilmU's condition applies before clinical experience and Delaware's rule expects an active license throughout, so a lapse mid-course leaves you out of step with both. Tell your course faculty right away if anything delays a renewal, and keep proof of the renewed license with your records.
