California for Wilmington University nursing students
California carries a Meets for every nursing program on Wilmington University's State Licensures by Program table. WilmU's state authorization page also says California has not joined SARA, the interstate agreement WilmU takes part in. Those two pages answer different questions, so take both to WilmU's Online Learning office before you plan California clinicals.

What WilmU's pages say about California
The table is a licensure finding: WilmU judges that each program's education meets California's requirements for a license. The table, explained on our licensure table page, shows no update date.
A second WilmU page covers authorization, meaning whether WilmU may serve students in a state. By its count, SARA now covers 49 states plus DC, with California the one state outside. WilmU itself is an NC-SARA participant, approved through Delaware, and it counts field experiences beyond Delaware as part of online learning. What the California gap means for enrolling or training there is not spelled out on either page. Meets on the licensure table and California's absence from SARA are two different facts. Get WilmU's answer on both, in writing, before a California search.
California's rules for NP students from other states
California's Board of Registered Nursing puts its NP clinical rules in section 1486 of Title 16. Subsection (d) comes first: it reaches every NP program based outside the state, so a WilmU student starts California clinical hours only with a California RN license in active, valid standing. A Delaware license, or a compact license from anywhere, does not reach California, which is not part of the multistate system.
Section 1486 also shapes each placement. The clinician who precepts you is licensed by California in their own discipline and qualified for your NP category, family or psychiatric. The rule has the program, here WilmU, orient that preceptor and has its faculty evaluate the preceptor no less often than every second year, and a signed document among the facility, the clinician and WilmU sets out the preceptor's role. Bring a California plan to the NP Program Chair and your track's Assistant Chair well before GRN 7121 or GRN 7221.
Practice environment and who precepts
On AANP's map California is a restricted practice state. For some settings and some procedures, a California NP keeps a standardized protocol agreement in place, and the Board of Registered Nursing describes when exemptions apply.
WilmU students carry Delaware's preceptor rule, under which an APRN, PA, pharmacist or physician may precept with a clean, active license in a practice focus like the course's. California's section 1486 layers its own tests on top, a California license and fit with your NP category, and a candidate has to pass both. Where NP students look in California
Kaiser Permanente, based in Oakland, splits its California care into a northern and a southern region, and Sutter Health's footprint is Northern and Central California. The University of California Health system groups six health systems: UC Davis Health, UC San Diego Health, UCI Health, UCLA Health, UCR Health and UCSF Health. Add Stanford Health Care, and in Los Angeles, Cedars-Sinai. Student terms differ from one system to the next, so read each system's own pages.
Census estimates for 2025 put roughly 12.8 million people in greater Los Angeles, which includes Long Beach and Anaheim. The Riverside-San Bernardino-Ontario metro follows near 4.8 million, San Francisco-Oakland-Fremont near 4.6 million, and greater San Diego close to 3.3 million.
Licensing in California, and how we help

Its Board certifies NPs only after they hold a California RN license, and section 1486 already asks for that license during clinicals, which lines up with WilmU's requirement of an RN license from the state where you train. Can I study WilmU's online FNP from California?
On WilmU's licensure table the MSN-FNP is Meets for California, and WilmU's state authorization page says California has not joined SARA. Put the question of how those fit together to WilmU's Online Learning office before you apply, and ask the NP Program Chair about California clinicals too.
Is a California RN license required for NP clinicals there?
Yes. Under 16 CCR section 1486(d), a student from an NP program based outside California trains there only with an active, valid California RN license. Because California sits out the compact, a multistate license from Delaware or elsewhere cannot replace it.
What does a California preceptor need for a WilmU student?
Section 1486 lists four things: a California license in the preceptor's own discipline with fit for your NP category, an orientation from WilmU, a faculty evaluation every two years or sooner, and an agreement signed by the facility, the preceptor and WilmU that defines the role. WilmU faculty approve each preceptor.
Is WilmU's PMHNP certificate listed for California?
Yes. California's post-master's PMHNP entry on WilmU's table is Meets. The psychiatric practicums, GRN 7221 through GRN 7224, need a California-licensed preceptor qualified in the PMHNP category under section 1486. Confirm the authorization question with the Online Learning office first.
