Wilmington University's licensure disclosure, the State Licensures by Program table, treats North Dakota as a mixed state. Its four NP-preparing rows, MSN-FNP, BSN to DNP and the FNP and PMHNP Graduate Certificates, read Not Determined Yet, while the RN to BSN, MSN Leadership and DNP rows meet North Dakota's educational licensing requirements. North Dakota's Board also recognizes distance programs before they bring APRN students into the state.

North Dakota's recognition process for distance programs
North Dakota's Board of Nursing keeps its own roster of recognized distance programs, and its definition of who needs recognition covers APRN preparation as well as LPN and RN education. Recognition has to be requested 60 days before students are due to begin, and it carries a yearly fee for graduate programs.
Recognition sets up a semester rhythm. Each term, before anyone starts, the program sends the Board a roster covering the students and their licenses, the sites and courses on the schedule, resumes and licenses for every preceptor and faculty member, the affiliation agreements with each facility, and the facility's own word that there is space. The Board also wants evidence that the school is cleared to teach North Dakotans, through NC-SARA or through the State Board of Higher Education; WilmU's NC-SARA participation comes through Delaware.
State law ties it together. North Dakota expects out-of-state programs to hold approval from the board in their headquarters state. Their students are exempt from North Dakota licensure after the Board is notified in writing, though that exemption depends on clinical sites having room. The recognition pages say nothing about RN to BSN programs.
Practice and where NP students look
AANP lists North Dakota as full practice. Cities are small and far apart: the Fargo metro, which spills into Minnesota, has about 202,000 North Dakota residents, Bismarck about 140,000, and Minot and the North Dakota side of Grand Forks roughly 75,000 each.
Sanford Health is present in Fargo as well as Bismarck. Fargo is also home to an Essentia Health hub, Bismarck to CommonSpirit's CHI St. Alexius Health, Grand Forks to Altru Health System and Minot to Trinity Health. These are examples of where North Dakota NP students look, and each system makes its own choices about students.
Licensing for North Dakota clinicals
Compact licensing for RNs reached North Dakota in 2018, and the Board's per-term roster asks for North Dakota or compact licenses, so a compact license from home works. North Dakota also stands out on advanced practice. It is one of five states, Delaware among them, to have enacted the APRN Compact, but the compact switches on only once seven states have done so. For now, an NP license in North Dakota still comes from the North Dakota Board.

Can I study for WilmU's FNP while living in North Dakota?
WilmU's table leaves that open: the MSN-FNP and the FNP Graduate Certificate read Not Determined Yet for North Dakota, with no yes or no published. Before applying, put it to the NP Program Chair and to Online Learning, and ask whether WilmU holds North Dakota Board recognition as a distance APRN program.
What does North Dakota's Board need before a distance program's clinicals?
Two things: a request for recognition 60 days before students begin, then a roster every term before any activity. The roster names students with their licenses, sites and courses, preceptors and faculty along with resumes and licenses, facility agreements, and confirmation of space from each facility. The program files these, so ask WilmU how it handles North Dakota.
Has North Dakota joined the APRN Compact?
It has enacted the compact. Four other states have too: Delaware, Utah, Wyoming and South Dakota. The APRN Compact starts working only after seven states enact it, so an NP practicing in North Dakota still needs a license from the North Dakota Board of Nursing for the time being.
Does WilmU's DNP meet North Dakota's requirements?
Yes, the DNP row reads Meets for North Dakota, unlike the BSN to DNP row, which is still open. North Dakota defines the programs it recognizes by the license they lead to (LPN, RN or APRN), so a DNP student planning practice hours there should ask the DNP Program Chair what applies.
