Oregon and Wilmington University's online nursing programs
Wilmington University lists Oregon as Meets for every nursing program in its State Licensures by Program table, and Oregon's Board asks out-of-state APRN programs for neither notice nor approval before placing students. The Oregon catch is licensing: Oregon never signed on to the Nurse Licensure Compact, so a WilmU clinical in Oregon runs on an Oregon RN license.

Oregon's row on WilmU's licensure table
WilmU's State Licensures by Program page lists Oregon with the same words across all seven nursing programs: Meets Educational Licensing Requirements. WilmU makes that judgment about licensure, whether each program's education fits the Oregon license at its end. It is not a clinical placement rule, and the page itself is undated.

What Oregon asks of out-of-state programs
The Oregon State Board of Nursing splits programs from other states in two. Schools preparing new PNs and RNs file a notice with the Board before any Oregon learning activity, a form for each track, refiled yearly. WilmU's NP and DNP tracks sit in the other group, with advanced practice programs and anything not leading to a license (an RN to BSN, say), and none of that group files. Asked in its APRN FAQ whether an out-of-state APRN program needs OSBN approval to place students in Oregon, the Board says no, plainly.
Oregon's stance used to be stricter. Until mid-2021 a state rule required Board sign-off before an out-of-state graduate program's NP student began an Oregon practicum, and its repeal took effect on July 1 of that year. Two points still touch WilmU: anyone teaching WilmU students in Oregon keeps an active Oregon license, and a school enrolling Oregonians answers to Oregon's Higher Education Coordinating Commission, or else to NC-SARA. Full practice and Oregon precepting
AANP lists Oregon as full practice, so Oregon NPs evaluate, diagnose and prescribe under their own license. NP-owned family and psychiatric practices are common enough to plan around as a result, which helps a WilmU student working through GRN 7121 to GRN 7124 or the PMHNP practicums find an NP to learn from.
We still hold every Oregon preceptor to the rule of WilmU's home state. Delaware looks for a physician, PA, pharmacist or APRN with an active and unencumbered license, practicing in a focus comparable to the student's, and licensed where the teaching takes place.
Portland, Salem, Eugene and Bend
The Census Bureau's 2025 estimates count about 2.54 million people in the Portland-Vancouver-Hillsboro metro, with nearly 2.0 million of them on the Oregon side. Salem holds about 446,000, Eugene-Springfield near 382,000 and Bend around 266,000.
Across those areas, NP students commonly research Legacy Health, OHSU (Oregon Health & Science University), Samaritan Health Services, Kaiser Permanente in its Northwest region, and Providence Oregon, whose parent Providence is headquartered in Renton, Washington. Licensing in Oregon: no compact
No compact legislation is pending in Oregon, which keeps its own single-state RN license. WilmU's NP courses want current CPR and RN licensure in whichever state hosts the clinical, so an Oregon practicum means holding an Oregon RN license first, whatever license you hold elsewhere. Questions WilmU students ask
Does Oregon's Board have to approve WilmU before my NP clinicals?
No. OSBN's APRN FAQ answers that question with a no for APRN programs based elsewhere, and its notice form is for schools preparing new PNs and RNs. The older Oregon rule requiring Board authorization for visiting NP students ended with its repeal in July 2021.
Does a compact RN license from my home state work for Oregon clinicals?
No. Oregon never joined the compact, so multistate licenses issued by member states stop at Oregon's border. WilmU's own condition, an RN license for each clinical's state, makes an Oregon RN license the requirement for an Oregon practicum.
I live in Vancouver, Washington. Which state's rules apply to me?
Two things are separate. WilmU's licensure table reads your home state: for a Washington resident the NP programs meet, while the BSN to DNP sits at Not Determined Yet and the RN to BSN at Does not meet. Your clinical site decides the license: an Oregon practicum needs an Oregon RN license.
Is WilmU authorized to enroll Oregon students online?
The Oregon Board says schools enrolling Oregon students meet either the Higher Education Coordinating Commission's requirements or NC-SARA's. WilmU is approved by Delaware to take part in NC-SARA. For your own situation, state authorization questions go to WilmU's Online Learning office.
