Vermont for Wilmington University nursing students
Every one of the seven nursing programs on Wilmington University's State Licensures by Program page reads Meets for Vermont. The Vermont point that matters most for a WilmU NP student is the preceptor: the state's Board of Nursing names the clinicians allowed to precept APRN students, and that list is narrower than the Delaware rule WilmU students usually work from.

Vermont's own rule on APRN preceptors
Two kinds of clinician can take a WilmU NP student in Vermont, according to the Board of Nursing's FAQ: nurse practitioners and other APRNs, and physicians. Either one holds a Vermont license that is current and unencumbered, has worked in the student's own role and population focus, and deals directly with WilmU's course faculty. PAs are ruled out for APRN students.
WilmU's usual yardstick, the Delaware Board rule our Delaware APRN page sets out, is broader and lets a PA or a pharmacist in a comparable focus precept. Inside Vermont the tighter list is the one the site answers to, so a PA who could qualify for GRN 7122 in Dover is off the table in Burlington, and an out-of-state license on the clinician's side will not do.

Programs from other states and Vermont's rules
The Board's rules took effect in May 2023. Part 5 reserves running a nursing education program in Vermont to Board-approved programs, carving out online-only ones that the Vermont Agency of Education approves. Separately, 26 V.S.A. 1583(2) shields students from needing a license for work that is part of their studies, but only in Board-approved programs.
How a WilmU practicum in a Vermont clinic fits between those two lines is not spelled out. You would be there as a licensed RN, which is its own footing, yet the answer belongs to WilmU. University of Vermont Health groups UVM Medical Center with Porter Medical Center and with Central Vermont Medical Center. Rutland Regional Medical Center is a separate name, and Dartmouth Health counts Southwestern Vermont Medical Center among its members. Read each one's student pages first.
Vermont's population centers are small: the Burlington-South Burlington metro counts about 228,000 residents in Census estimates, roughly 87,000 in Vermont's slice of the Lebanon-Claremont area and near 60,000 around Rutland. A thin map rewards starting early. A one-time state grant in fiscal year 2023 paid nurses at critical access hospitals who precepted Vermont programs' students.

Under the Board's Rule 4.1, a multistate license from a different compact state covers work in Vermont up to the day Vermont becomes the holder's primary residence. Questions WilmU students ask
Can a PA precept my WilmU FNP course in Vermont?
Vermont says no. Its Board of Nursing's FAQ leaves PAs off the list for APRN students, although the Delaware Board's rule would accept a PA in a comparable focus. For a Vermont site, look for a nurse practitioner or physician licensed in Vermont with a background in your population focus.
Does my preceptor in Vermont need a Vermont license?
Yes. The Board's FAQ ties APRN student precepting to a current Vermont license held by an APRN or physician. A clinician whose only license comes from a neighboring state would need a Vermont one before taking you for a Vermont rotation.
Will my compact RN license work for a Vermont clinical?
Under Rule 4.1, a multistate license from any other compact state works in Vermont until Vermont becomes your primary residence. WilmU wants RN licensure that covers each clinical's state, so check with WilmU which license it wants on file before your first Vermont hours.
Can I do WilmU's PMHNP certificate from Vermont?
Vermont's entry for the post-master's PMHNP is Meets. For the psychiatric practicums, Vermont's rule points to a PMHNP or psychiatrist holding a Vermont license. Talk your plan through with the PMHNP program's Assistant Chair and the Online Learning office before you apply.
