Each of WilmU's seven nursing programs reads Meets Educational Licensing Requirements for Wisconsin on the State Licensures by Program page. The entry is WilmU's licensure judgment, that the program's education fits the Wisconsin license at its end. Where clinicals happen is a different question, and the page carries no update date.

Wisconsin's approval rule reaches graduate programs
Wisconsin's licensing agency, DSPS, handles schools from other states through Form 3067-OEE, revised in April 2026. Pointing to administrative code N 1.06, the form states that a nursing school from outside Wisconsin needs the Wisconsin Board's approval, and its coverage runs from PN and associate RN programs through bachelor's programs (post-licensure ones expressly included) to graduate study. Once approved, a school keeps approval by filing self-evaluations on Form 3069OEE.
On its face, that scope takes in almost every WilmU program with a clinical component: MSN-FNP and PMHNP practicums, DNP experiential hours and even the RN to BSN's NUR 430 community learning, which WilmU describes as volunteering at a site of the student's choosing. Wisconsin's APRN law and precepting
AANP's classification is reduced practice, built on NP-physician collaboration, and AANP flags the APRN Modernization Act as the change to watch. Enacted as Act 17 of 2025, Wisconsin's APRN law went live on September 1, 2026. Under it DSPS licenses APRNs as NPs, CRNAs, CNSs or CNMs, has turned every existing APNP license into an APRN license, and makes practice without a collaborating physician a separate application needing Board approval.
For a WilmU student, Wisconsin preceptors can be a mix of NPs still collaborating with physicians and NPs approved for independent practice. Anyone teaching or precepting a WilmU clinical inside Wisconsin needs Wisconsin practice rights, by license or privilege; we verify that together with Delaware's comparable-focus rule for APRN program preceptors.
Milwaukee, Madison, Green Bay and Appleton
Milwaukee-Waukesha is the big market, near 1.58 million residents per 2025 Census estimates. Madison's metro follows at around 710,000, then Green Bay (337,000 or so) and Appleton (about 250,000).

Licensing in Wisconsin
Compact licensing has run in Wisconsin since January 19, 2018, letting a Wisconsin-issued multistate RN license reach the other member states. No APRN Compact law exists in Wisconsin, so after WilmU your APRN license comes from DSPS under Act 17.

Does Wisconsin require WilmU to be approved before my clinicals?
Form 3067-OEE tells nursing schools from other states that they need the Wisconsin Board's approval, and its scope takes in graduate study and post-licensure bachelor's programs. Ask WilmU's Online Learning office whether WilmU holds that approval before you plan a Wisconsin clinical.
How did Wisconsin's new APRN law change NP practice?
Act 17, in force from September 1, 2026, created a four-role APRN license, converted APNP licenses to it, and set up a separate Board-approved route to practice without a collaborating physician. AANP's map still records Wisconsin as reduced practice.
Must my Wisconsin preceptor be licensed in Wisconsin?
Wisconsin practice rights are required, through a Wisconsin license or a privilege to practice, for anyone precepting or teaching clinicals in the state. Delaware's comparable-focus standard applies as well, and the decision rests with WilmU faculty.
Does Wisconsin's rule affect WilmU's RN to BSN?
Wisconsin's out-of-state form includes post-licensure bachelor's programs, so an RN to BSN student planning NUR 430 community learning at a Wisconsin site should ask WilmU's Online Learning office how Wisconsin's approval rule applies before choosing the site.
