Minnesota and Wilmington University: exemptions, Mayo's rules and the Twin Cities

Minnesota's statute gives a working RN from another state room to practice inside a degree program without a Minnesota license, while WilmU's clinical rule and Mayo Clinic's student terms ask for more, and that tension decides your first move.

Minnesota on WilmU's licensure table
Seven WilmU nursing programs, seven identical Minnesota entries. Each is a finding that the program's education can lead to a Minnesota license. None of them addresses where clinicals may run, and WilmU's page gives no revision date.

Minnesota's rules for students from other states
Minnesota's Board approves the programs it hosts. For a WilmU student, two other texts carry more weight. Board rule 6305.0300 lets a school approved back home, anywhere in the U.S. or Canada, count toward the student exemption, with a catch: the instructor doing the supervising is a Minnesota-registered RN. And subdivision 6 of section 148.271 lets a nurse holding another state's license practice while studying in Minnesota, as long as the practice belongs to a structured program, graduate study included.
Picture a WilmU FNP student with a Delaware multistate license starting GRN 7122 near Rochester. Minnesota's statute may cover her as a student, but WilmU's NP pages call for RN licensure in the clinical's state and say nothing about exemptions, and a large Rochester employer like Mayo wants a Minnesota license regardless. Mayo Clinic's terms and MERC
Mayo publishes its own conditions for NP students in Minnesota, and they go past the statute. The school holds an affiliation agreement with Mayo. The student brings a Minnesota nursing license, unencumbered and currently registered, plus a Department of Human Services background study. Mayo also wants faculty of record licensed as an RN or APRN in the rotation's state. These are Mayo's rules, not Minnesota law; our affiliation agreements page explains why systems start there.
Minnesota also backs clinical teaching through MERC, a Department of Health program that repays sites for part of the cost, APRN rotations included. MERC counts only when the teaching program and the site are both Minnesota-based, so a WilmU rotation brings a clinic no MERC money.
Twin Cities, Rochester, Duluth and St. Cloud
Roughly 3.65 million Minnesotans call the Minneapolis-St. Paul-Bloomington metro home on 2025 Census Bureau numbers; St. Cloud, Rochester and Duluth are far smaller. NP students in those metros weigh Allina Health and HealthPartners, M Health Fairview, Essentia Health and Mayo Clinic, along with independent primary care and mental health practices. Practice and licensing in Minnesota
Minnesota grants NPs full practice, in AANP's reading, after a transition of 2,080 practice hours in collaboration with a physician or APRN; it shapes your first job more than your practicum. On the RN side, Minnesota stands apart from the compact, and no pending bill would change it, so a Delaware multistate license has no force there. A Minnesota license with current registration is the cleanest route, and Mayo demands one. Minnesota has not taken up the APRN Compact.

Will Minnesota's student exemption satisfy WilmU?
Only WilmU can say. The statute lets a nurse licensed in another state practice as a student within a formal program, but WilmU's NP pages tie clinicals to RN licensure in the host state, and Mayo requires a Minnesota license outright. Get the NP Program Chair's answer in writing before leaning on the exemption.
Which conditions does Mayo set for visiting NP students?
Mayo's Minnesota NP education page starts with a school-level agreement, then looks to the student for a clean, currently registered Minnesota license and a DHS background study. Whether WilmU holds such an agreement is for WilmU faculty to confirm before you invest time in an application.
Does Minnesota's Board need to approve WilmU?
The Board's approval covers programs conducted in Minnesota. For a school approved by its own state, Minnesota's rules supply a student exemption rather than a separate approval step. WilmU's Online Learning office can confirm how NC-SARA participation and state authorization apply to your Minnesota site.
Why would a Minnesota clinic ask about MERC?
The Department of Health's MERC program repays part of the cost of accredited clinical training at Minnesota sites. Its rules exclude teaching programs based outside Minnesota, so a WilmU student's rotation does not qualify, and a clinic weighing a WilmU student plans without that support.
