Pennsylvania: Wilmington University nursing and clinicals
Wilmington University's licensure disclosure lists Pennsylvania as Meets for all seven WilmU nursing programs. A state regulation lets graduate nursing students licensed elsewhere train in Pennsylvania clinical settings without adding a Pennsylvania license, compact licenses have been valid there since July 2025, and NPs still practice under physician agreements.

What WilmU's table says about Pennsylvania
WilmU's State Licensures by Program page marks Pennsylvania Meets from end to end. The finding concerns licensure, whether a program's education matches the Pennsylvania license it leads toward; it lists no clinical sites and carries no date. As WilmU's NP pages suggest for anyone heading for a license outside Delaware, check Pennsylvania's rules and its entry in NC-SARA's Professional Licensure Directory before applying, then confirm with the NP Program Chair.

Pennsylvania's rule for graduate students licensed elsewhere
Section 21.118 of the Board's regulations, in Title 49 of the Pennsylvania Code, is written with students like WilmU's in mind. Your home license, from another U.S. state or territory or from Canada, stays your license. The condition is enrollment in a nursing program, graduate or BSN, that holds accreditation, and the state then permits the clinical practice your program requires in Pennsylvania settings. Program money such as a stipend or scholarship is allowed; a paycheck is not.
The provision covers program clinicals, not employment: a student who also wants an RN job in Pennsylvania applies to the Board for endorsement of an existing license and for a temporary permit. And WilmU's wording, which ties RN licensure to wherever the clinical happens, is a separate test, so ask the NP Program Chair whether §21.118 satisfies WilmU for a Pennsylvania site.
A wide revision of the Board's nursing education rules, IRRC number 16A-5141, went to IRRC in final form on September 8, 2026, for a public meeting on October 15. Its final annex leaves §21.118 essentially intact.
Reduced practice and who precepts
In AANP's grouping Pennsylvania is reduced practice. The written physician agreement a Pennsylvania NP signs is permanent rather than a starter phase, and prescribing requires two or more collaborating physicians. A Pennsylvania NP preceptor therefore works alongside physicians who can precept as well.

Licensing and the compact
The Pennsylvania State Board of Nursing regulates the profession. Since July 7, 2025, Pennsylvania has been a full compact member. Nurses whose multistate license comes from another member state may work in Pennsylvania on it, and a Pennsylvania-issued multistate license now covers Delaware, Maryland and New Jersey too. The APRN Compact is not law in Pennsylvania.
A Distance Education Application exists, but the Board aims it at programs it has approved. For a visiting program's clinicals, the student rule above is the provision that speaks most directly, and WilmU's Online Learning office can confirm anything further. Where Pennsylvania NP students look
Southeastern Pennsylvania holds the biggest piece of the Philadelphia-Camden-Wilmington metro, which reaches into WilmU's home county; Pittsburgh, Allentown-Bethlehem-Easton and Harrisburg-Carlisle follow. The state's big systems run from Penn State Health and Geisinger to Jefferson Health, UPMC and Penn Medicine, and each sets its own terms for student intake.
Pennsylvania also supplies Delaware with clinicians: 846 active Delaware NP license records list a Pennsylvania address, more than any other state outside Delaware. For a student near the line, a Delaware site with a Pennsylvania-based preceptor belongs in the search, provided your license reaches Delaware.

Questions WilmU students ask
Can I do WilmU clinicals in Pennsylvania without a Pennsylvania RN license?
Pennsylvania's regulation allows it when three things line up: an RN license from another state or Canada, an accredited graduate program, and unpaid clinical work. Holding a multistate license from a fellow compact state is a second route. WilmU's condition is worded around the clinical's state, so get the NP Program Chair's answer before relying on either route.
Do Pennsylvania nurse practitioners need collaborative agreements?
Yes, for the length of their careers. AANP lists Pennsylvania as reduced practice, and prescribing there takes agreements with two or more physicians. For a WilmU student, the practical effect is that a Pennsylvania NP preceptor works alongside physicians who may also be able to precept.
Does Pennsylvania's pending rule overhaul affect out-of-state students?
Going by the final-form text, not much. The Board's education package went to IRRC in September 2026 ahead of an October public meeting, and the annex carries the provision for students licensed elsewhere forward largely as written, so the route described above should remain available.
Can I take a paid RN job in Pennsylvania during my clinicals?
Only with the right license. The student provision is limited to unpaid program work, so a paid RN job calls for Pennsylvania licensure by endorsement plus a temporary permit, unless you already hold a multistate license from a compact state, which Pennsylvania honors for RN practice.
