Who oversees graduate clinicals in West Virginia
The West Virginia RN board's education remit stops at pre-licensure programs: a visiting school training students for a first license applies to that board ahead of its first rotation in the state's facilities. Master's and doctoral programs are sent elsewhere, to WVHEPC, which oversees higher education in the state, and to their own national nursing accreditor.
A nursing education office within WVHEPC keeps a clinical rotation guide for visiting schools, and only two facts in it would send WilmU to WVHEPC for approval. One is a school without NC-SARA membership; Delaware approved WilmU as a participant. The other is a cluster of ten or more students from one program at a single West Virginia site, a count WilmU keeps and you do not. The RN license West Virginia expects
On licenses the guide is direct. A student who lives in West Virginia brings that state's RN license; one who lives in any other state brings a multistate license under the compact.
That matches WilmU's own condition that your RN license cover the state where the clinical happens. Practice environment and where students look
AANP files West Virginia under reduced practice. Day to day, that means an NP writes prescriptions inside a collaborative arrangement with a physician for the first three years after licensure, and no Schedule II narcotic order may run past three days. Three systems cover much of the state's hospital care. WVU Medicine is one and Marshall Health Network another; the third, Vandalia Health, takes in CAMC, Mon Health and the Davis Health System. In 2025 Census estimates, Charleston's metro has roughly 200,000 residents and Morgantown's roughly 142,000, and the Huntington-Ashland and Hagerstown-Martinsburg metros include about 185,000 and 158,000 West Virginians. Near Martinsburg, a practice across the line in Maryland is in a different licensing state.

Which RN license do I need for WilmU clinicals in West Virginia?
Where you live decides it, per the guide: a home in West Virginia means that state's RN license, and a home anywhere else means a compact multistate license. WilmU's wording, an RN license for the state of the clinical, points the same way.
Does the West Virginia RN Board regulate WilmU's graduate programs?
No. That board oversees pre-licensure programs, and for clinical placement questions it directs graduate and advanced-degree programs to WVHEPC and to their national nursing accreditor.
