Illinois clinicals for Wilmington University students: the filing, the license and the metros

Illinois is the demanding state in this group: a rule lists five documents a school from elsewhere files before its students take Illinois clinical spots, and since Illinois licenses its nurses outside the compact, a WilmU student here starts with an Illinois RN license.

Illinois on WilmU's State Licensures by Program table
The seven Illinois entries all say Meets Educational Licensing Requirements. That wording is WilmU's view on whether a program's education supports an Illinois license. Where your practicum runs is governed elsewhere, and the table carries no update date.

Five documents Illinois expects from a school outside the state
Rule 1300.340(n), part of Title 68 of the Illinois Administrative Code, is where Illinois spells this out. A nursing school based elsewhere that wants its students in Illinois clinical settings sends in:
- A cover letter giving the time frame plus the clinical agencies and units
- Evidence of approval or accreditation from the nursing board back home
- Its course syllabus
- The executed contract with each clinical facility
- Paperwork on faculty qualifications and on preceptors
Illinois approval lasts two years, can be renewed and comes with a yearly report, and nursing faculty hold Illinois RN licenses. Because subsection (n) lives inside the rules for RN programs and is silent on master's and doctoral students, whether it touches a GRN 7121 or GRN 9001 placement is a question for WilmU's Online Learning office. Who precepts in a reduced practice state
AANP files Illinois under reduced practice. Depending on the setting, an NP there works under a collaborative agreement with a physician, and authority over select Schedule II drugs and benzodiazepines rests on meeting practice and CE thresholds while keeping a consultative relationship. For your search, Illinois physicians in a comparable focus matter as much as the NPs, since Delaware's preceptor rule for APRN programs counts both.
Subsection (j) of that Illinois rule governs agency staff acting as preceptors. Faculty approve and orient them; they stay on hand every time the student delivers care; and their RN license is current where the student practices. Chicago, the Metro East, Peoria and Rockford
Roughly 8.7 million residents of Chicago-Naperville-Elgin live on its Illinois side, by 2025 Census Bureau estimates, while the Metro East share of greater St. Louis, Peoria and Rockford trail far behind. Advocate Health Care and Northwestern Medicine, UChicago Medicine, Endeavor Health, and OSF HealthCare are names NP students weigh, and every one screens students through its own process.
State lines cut through two of those metros. Someone living in the Missouri part of St. Louis, or in the Indiana share of the Chicago area, may notice a practice just over the line. Missouri and Indiana are compact states, but compact privileges end at the Illinois border, so a clinic on the Illinois side still needs an Illinois license.
Licensing for an Illinois practicum
No compact membership, and no compact bill on the table: that is Illinois today, so a Delaware multistate license stays behind at the border. WilmU asks for RN licensure wherever the clinical happens, so an Illinois site calls for a license from IDFPR, the Department of Financial and Professional Regulation. The Nurse Practice Act does make room for RNs licensed elsewhere who study in a baccalaureate completion or graduate program located 'in this State'; whether a Delaware-based online program counts is for the NP Program Chair to answer. Illinois has not taken up the APRN Compact either.

Does Rule 1300.340(n) cover a WilmU NP student?
The text addresses schools from other states that seek Illinois clinical placements, yet it is housed in the RN program-approval rules and says nothing about master's or doctoral students. Only WilmU can say how it reads the rule for its programs, and its Online Learning office fields state authorization questions.
Is there anything in it for an Illinois APRN who precepts me?
Yes, continuing education. Precepting an APRN student for an academic semester or quarter is worth 10 CE hours toward Illinois APRN renewal, up to 30 per period, provided the school documents it. Ask your WilmU course faculty early how that documentation is handled.
Can Illinois NPs prescribe without a physician?
Not across the board. AANP rates Illinois reduced practice: some settings keep NPs in a collaborative agreement, and some Schedule II drugs and benzodiazepines come with extra practice, CE and consultation conditions. Look at IDFPR's current rules if you plan to work in Illinois after WilmU.

No. WilmU's State Licensures by Program page covers RN to BSN, BSN to DNP, MSN Leadership, MSN-FNP, the post-master's FNP and PMHNP, and the DNP. The DNP in Nurse Anesthesiology, run with ChristianaCare, has no row, so ask WilmU directly about any Illinois question for that program.
