Utah clinicals for Wilmington University students
Wilmington University's State Licensures by Program table marks all seven WilmU nursing programs as meeting Utah's educational licensing requirements. Utah then asks a good deal of schools based elsewhere: under R156-31b-609 an out-of-state program satisfies Utah's Division and Board before placing any student, graduate programs included, and files a report every August.

What Utah's rule asks of a school like WilmU
In Utah, nursing oversight sits with DOPL (the Commerce Department's licensing division) and a Board that covers both nurses and certified nurse midwives. Its rule R156-31b-609 covers every school from another state that wants Utah agencies to host its students for clinical or practicum work, and because graduate study gets no exemption, WilmU's MSN-FNP, PMHNP and DNP tracks fall under it.
What a school from outside Utah demonstrates first
- Sign-off from the school's own home-state board of nursing, and a nursing accreditation that the US Education Department recognizes
- Faculty on the school's own payroll, qualified under accreditor and home-state faculty standards, tied to an institution of higher education, and, for in-person supervision of WilmU students, licensed without blemish in Utah or any compact member
- A written approach to selecting and overseeing faculty, preceptors and clinical sites
- An August 1 report every year, tallying Utah placements and vouching for faculty and preceptor licenses and current accreditation
WilmU's accreditation page names CCNE for the university's master's, doctoral and post-graduate APRN certificate nursing programs, while Delaware Board of Nursing approval goes unmentioned on WilmU's pages. Full practice and the Utah preceptor license test
AANP counts Utah as full practice, so Utah NPs work on their own license, and independent NP practices are a real option for a WilmU student in GRN 7121 or the PMHNP practicums.
Utah is firm about the preceptors themselves: anyone precepting for an out-of-state school holds an unblemished license issued either by Utah or by another compact member. We layer Delaware's standard on top, since Delaware is WilmU's home state: a physician, PA, pharmacist or APRN with an active, unencumbered license may precept an APRN student whose track matches their practice focus. Salt Lake City, Provo, Ogden and St. George
Salt Lake City-Murray leads Utah's metros at roughly 1.31 million residents (2025 Census estimates). Provo-Orem-Lehi comes next near 773,000, Ogden has about 673,000, and St. George some 214,000.
For WilmU students in Utah, three systems anchor most research: Intermountain Health, MountainStar Healthcare (an HCA Healthcare affiliate) and University of Utah Health. Community clinics and independent practices fill out a Utah search, particularly in the St. George area and rural counties.
Utah licensing and both compacts
Multistate RN licenses have been issued in Utah since January 19, 2018. Utah went further in March 2022, signing the APRN Compact into law on the 24th; Wyoming, the Dakotas and WilmU's home state of Delaware have taken the same step, and the compact will operate once seven states are aboard. Questions WilmU students ask
What does Utah require before WilmU students do clinicals there?
Utah's rule R156-31b-609 has an out-of-state school document its home-state approval, recognized accreditation, qualified and properly licensed faculty, and a method for choosing preceptors and sites, then file a report each August 1. Graduate programs get no exemption, so ask WilmU's Online Learning office about Utah.
Must a Utah preceptor for a WilmU student hold a Utah license?
Either a Utah license or one from another compact member works, provided it is in good standing; that is Utah's condition for preceptors used by schools from other states. WilmU students' preceptors also answer to Delaware's rule on comparable practice focus, with WilmU faculty deciding.
Is Utah part of the APRN Compact?
Yes, since March 24, 2022, in company with WilmU's Delaware, both Dakotas and Wyoming. Until seven states have signed on, the compact stays dormant, so a Utah APRN license still comes from Utah's Division of Professional Licensing.
Can I take WilmU's online DNP from Salt Lake City?
The DNP is marked as meeting Utah's educational licensing requirements on WilmU's licensure table. Utah's out-of-state program rule covers practicums in any program, so confirm with the DNP Program Chair, then the Online Learning office, before planning experiential hours with a doctorally prepared preceptor in Utah.
